How can I force the Shivering Isles "Door at Niben Bay&#

I think one of my mods are conflicting with it, I've been playing a new character for a couple days and no notice has popped out nor is the door there. Can I force the quest to start? Thanks.

Wrong section, you would get a better answer in the "Mod" sub-forum.

You could just walk to the door without the magic marker...

I don't know if this is caused by a mod or just Oblivion being weird. ;/
