Sneak based Nighteye ability

I had a Morrowind mod that gave the player a constant effect Nighteye spell when ever they were sneaking, the power of the spell was based on a percentage of the players Sneak skill. I'm wondering if such a mod has been made for Oblivion. Obviously it cannot work the same way as the nighteye spell in Oblivion has no magnitude and is either on or off, but it could have restrictions based on the players Sneak skill. If the player is in a dark area and is sneaking and has a high enough Sneak skill then they automatically get nighteye vision while all those factors are true.

Just off the top of my head I think something along the lines of:

Sneak Skill 1-24 - No effect, you just stumble around in the dark.
Sneak Skill 25-49 - You are more aware of your surroundings while sneaking, but you have to focus. If sneaking and not moving then nighteye kicks in after about 5 seconds and goes away if you move.
Sneak Skill 50-74 - Same as above but without the 5 second wait.
Sneak Skill 75-99 - You now have automatic nighteye while sneaking moving slowly.
Sneak Skill 100+ - Nighteye always active while in sneak mode.

I would also like to see the players sneak skill effect how much ambient light is necessary for nighteye to kick in, but I don't know how possible that would be.

So, Has anyone else thought of this?
...Made a mod like it?
... ...Started to make it?
... ... ...Be willing to answer stupid question I have about how to make it myself?
