Do enemies have separate levels than you?

In oblicion when you leveled up, the enemies leveled up with you. I want to know if enemies will have separate levels. I really want to play with separate levels so if I go to a hard cave, I want a hard cave.

There is "level scaling" but it's more like in Fallout 3, not like in Oblivion. (in other words, much more subtle. And with limits.)

Plus, the dungeons are scaled separately - they each have their own defined level range, so you could step into a level 20-30 dungeon at level 5 (wow, hard) or level 50 (trivial).

I have a feeling level-scailing won't be gone completely (BGS don't have the balls to make a truly challenging and believeable gameworld full of enemies far beyond what the player can handle early on) ... but it won't be anywhere near as bad as Oblivion.

Only problem with this is how dya know what level the dungeon is gonna be before you go in? You could just end up going in and wasting your time dying and then feeling annoyed that you can't do the dungeon until you have levelled up an unknown amount of times to be the same strength as the enemies. Still, will probably be fun trying to do a really hard dungeon at a low level ;)
