I'm not sure if anyone has covered this, but I have read that in skyrim you must first discover the location of the place you wish to fast travel too. This includes major cities.

That's correct. You can use the carriage system and pay a fee to travel to places you haven't been yet. Skyrim is chock full of content.

In Oblivion you could go to any of the main cities without finding them, if I remember correctly. Its been awhile since I started a new one.
