They should put it in Skyrim, but not the same way that it was in Oblivion. By that I mean in Oblivion there was only one place to get it from, and your horse was the only horse in the whole game to have horse armor. In Skyrim it should be available in several places, and many horses throughout the game should have it. Ex: There ought to be Imperial Legion horse armor on every legion owned horse.

I enjoyed a lot of the DLC but in all honesty.. i have to say horse armour was my favourite paid download from Oblivion (including SI and KotN)
