Maybe a bad recording. But what I'm thinking is some sort of permanent illusion magic that alters the way social interactions work, vaguelly similar to the Gray Fox's Cowl in Oblivion. But not the exact same effect as that. Maybe cause everyone you meet to treat you as if you were a member of their race?
