I am finishing up the Auld Lang Syne quest but when I talk to the head remnant I only get two choices, help the NCR or help the Legion!!?? What if I am going for an independent Vegas??? This is a BIG screw up on the designers part, IMHO.

The Remnants have no reason to fight for you. What, you think they're going to support a nobody like the Courier who claims he's going to show up with an immense robot army with no proof?

Just have them support the NCR, then bluff/sneak by the NCR guards in the dam control room. Go kill Lanius then toss Oliver off the dam. There you go.
