I counted the number of Skyrim settlements. : V

I just thoroughly scanned the Skyrim pre-order map and I counted 16 towns. 9 capitals (5 walled in and 4 not-walled in) and 7 settlements. I was previously informed that there were 5 walled in cities and 9 towns. This is 2 more towns than I expected, so I'm happy.
