NPC's playing chicken...

I'm creating a new interior that's basically another casino in Freeside, but this one has a boxing ring as entertainment. Got the boxers working no problem. They fight each other, stay in the ring, and function better then expected.

I have a problem with trying to set up some spectators. It seems that NPC's natively try and flee confrontation, even when they are not involved. They tend to watch for a few seconds, then run off sacred. They are not interacting with the items in the sandbox either, like Bar stools and such, I think because they are in panic about the fight they are not involved in. I really need some help figuring out how to basically make my Patrons walk around the Sandbox, doing what they should normally so without going into panic mode just because there is a fight near by.

Any suggestions? Thanks.

I recall that packages had the option to ignore combat - note how in Fallout 3 there were two boxing BoS initiates and nobody cared.
You might also want to edit their factions, have the boxers maybe in opposing factions and have them friendly with patron faction?
Perhaps it's possible to have the boxers punch each other with a UseWeapon package, to prevent actual combat ever taking place?

Just tossing ideas..
