Nine major cities? : V - Skyrim

I think I prefer smaller settlements only because there is a chance that a dragon CAN attack them.

There are 9 holds, and each hold has a capital. Out of these 9 capitals, 5 are walled-in and 4 are open. Then there are 7 minor settlements, such as Riverwood.

Major Cities: (Seperate cells; walled)
- Solitude
- Windhelm
- Riften
- Markarth
- Whiterun

Minor Cities: (Outdoor cell; open)
- Morthal
- Dawnstar
- Winterhold
- Falkreath

Villages:
- Helgen
- Riverwood
- Aivarstead
- Shor's stone
- Rorickstead
- Carthwasten
- Dragon Bridge
