You should be able to setup favorite shorcut in Skyrim. So for the spell you mostly use u will not have to browse thru your spell list.

In reply to your post: I believe it makes perfect sense. For instance, not every movie comes out in every cinema in the world. I only heard about Splice because I was in Canada last year.
They take every review of every game. If the game is on the xbox 360, like Oblivion, than it should be as equally well received as Zelda is for Wii, if it is as good a game. It is, after all, the Game of the Year. Meaning it is the one best game that entire year. It has to include every single game, or else the award is meaningless. "Well, Skyrim was the Game of the Year for 2011. But we didn't count any other game that came out over the course of the entire year, so it was the only nominee."
Oh and my point was that it doesn't mean much because of the number of magazines awarding the same award to different contenders, and hence the number of magazines who don't award the award to a particular contender. It is like player of the day, in many ways. (similar to man of the match, except both teams gave out the award, it was for primary school sports, and that often 2 or 3 people got the award a game)
On topic:
They had spell deletion in Morrowind. They did not have it in Oblivion. My belief is that, with the amount of people talking about wanting it back, they will bring it back.
UNLESS - because of the new effects and lack of spell making, you only have 85 spells in your list, one for every effect. Obviously if there are different spells for on target, on self and rune then that is 255 spells. It is my belief that they would not pretend to be making the game easier to use, and then clutter your spell list with so many spells.
The hotkey system is entirely unimpressive. All it allows you to do is to shorten the spell list, but include every item that could be equipped in that hand. A nuisance if you are a battlemage, I feel.
There will be no need to delete spells in Skyrim as there are no spell ranks. In addition to the mana cost dropping as your skill improves the magnitude of the spell also increases. There is no minor heal, major heal, etc.
That is all very well and good, as long as there are spells that "charge". I.e. I don't want to waste all my magicka casting a 200 point feather spell after someone burdened me to 1 point over my strength, only to have them cast dispel on me and be out of magicka to fight them with.
