I have need watchin a few trailers and I noticed that in one of them the character had duel weapons does this mean that there is goin to be all new kick ass moves or just chop chop?

I'm not sure. I saw some dual wielding in Todd Howard's demo but didn't see anything I'd call a combo. I've read that there is no blocking, and the amount of dodging blows he did seems to support this. There is a moment where he appears to swing both swords at once, and a cinematic kill that he uses both for as well.

Just the same as swinging a single weapon, but there's two of them. No dual-wield specific moves in standard combat. There may be some dual-wield specific finishing moves though.
The real combinations are what you put in your hands, the appropriate perks for both weapon types (or the same ones if you use similar weapons), enchantments, etc.
Well, except just swinging your weapons one after another and that scissor strike, there is also something Todd referred to as a "blender move" which apparently took a lot of stamina. What that is though, I have absolutely no idea.

I read that and had the mental image of my character standing in a Skyrim version of McDonald's, staring blankly at the menu and then saying; "Yeah, go ahead and super-size it. I've got a busy day, so I'm gonna need the calories."
Either that or Ronald McDonald slaying a dragon and shouting; "I'm lovin' it!"
