could you please make mods useable for xbox i meen they are not hurting anyone since FO New Vegas is going to be a single player game i know hundreds of people that would would pay up to 2000 ms points to play these you could even make your own and put them for sale singlely.
both of the creators of fallout are amazing creative and very skilled at what they do they have shown it in the past but some of the indepent modders have amazing mods and gameplay ideas and i think i speak for all xbox users when i say that we want mods on the xbox

It won't happen. It would be great if it did, but Microsoft won't allow it.

It will not happen. Microsoft would never allow it, and consoles don't have a lot of RAM for mods.

Not going to happen. Microsoft's consoles are closed proprietary systems. The only thing you can do with them is run content that Microsoft has licensed.

And anything else is illegal. Right?

Wrong, MS allows mods in certain games, but only if the developer supports the idea and takes care of quality testing/EULA/money the mod makes (sales) etc.
Tropico 3 supports mods on 360. So MS won't stop anyone, it's the developers that decide if they want to invest time/money into the mods.
Therefore I strongly disbelieve that Fallout NW will support mods for 360 :(
If you want to make more mods happen I think you should support the developers of Tropico 3 since they've got the right idea :)

User made mods will not be permitted on the XBox 360. The amount of testing involved is prohibitive and any other type of attempts to get them on the console is in contravention of Microsoft's ToS and EULA, and this boards discussions.
