Will Skyrim be as lifeless as oblivion on PC

I haven't played Oblivion since it came out, for various reason i'm not gonna dig into. But I do remember how lifeless the game were on pc, you could be wandering the world the lack of humans/monsters were pretty bad. Well it was exactly like the console version. I also remember the great speech someone held before you went into the last level and their "army" consisted of like max 20 humans.

Will skyrim be the same, lifeless? An army consist of 10-20 humans?

Will they be logical and add tons more npcs on the pc version?

NOTE: I'm not intersted in mods, so don't tell me to get x mod, this should be in the core gameplay.

The console and pc versions of the game will be identical. They have said there will be more npcs on the screen this time, also more people traveling the world etc, with a lot of random type encounters. It should feel more lived in and real in all versions of the game.

Skyrim seems to have added a better sense of atmosphere so I wouldn't worry much about that aspect of the game.

I got the lifelessness feeling out of Oblivion too. This was largely due to the lack of NPCs, but also because the general ambiance of the game was muted. Given that the theme for design in Skyrim is "density," I'm much more confident that the game will feel alive.
