No multilanguage on Steam? : V

This German Fansite said that germans are not allowed to change the language on steam:

"Die deutsche Version von Skyrim kann man nicht auf Englisch oder andere Sprachen umstellen"
"The german version of Skyrim can not be changed to english or any other language"

Why did you do that?
I already pre-order the CE from UK, will i be able change the english version to german over steam?

And on top of that he may not even be able to activate the English version in his region.

WTF stupid anybody any were should be able to buy the game and choose a language. Wankamundo enough BETHESDA, really, come forth and sort out this mess for your loyal multilingual fans. Before we take turds in a box and mail them your way!

I wonder how many people who followed the advice to order off amazon.co.uk because it's cheaper when they don't live anywhere near the UK are going to end up with expensive coasters on 11-11-11.
