I got a message that a representative of the Underking had some info on the death of Lysandus. I went to see the representative and she wanted me to retrieve a holy candle for her and in return would give me some info.

I found the candle at Castle Llugwych in Ykalon and returned to the representative (her name was Rlarki). She thanked me (and let me keep the holy candle) and told me that Lysandus was killed and his remains are in Menevia in an ancient tomb.

I clicked on the region of Menevia and did indeed find what is called the Lysandus Tomb. I've spent a couple of hours checking it out and am not sure how close I am to finding him.

I decided to check the Wiki on this topic and it doesn't mention this Underking's messenger and says that I'll get more info on where he is soon from another source.

Have I been duped?

I don't recall getting more information on how to find him in his tomb.
But you will need the "dust of restful death" before it will do you any good.

You haven't been duped, it is important to know where his resting place is. You just can't do much there yet, like Jeabo said.

Yeah I kinda figured that out after reading the wiki closer. I guess at some point, I'll be directed to go there and then I'll actually find what I'm supposed to find.
