Hopefully you'll do a better job than the developers of 2238 did.

Like actually giving the players an incentive to play, a goal, a purpose.

[edit]

Just checked out the screenshots.
Why is The Den, Reno and Broken Hills in Australia?
I really hope you're going to create new settlements, towns, cities and outposts from scratch by the final design.
Cause copy pasting Fallout 2's locations and setting them in Australia makes no sense to me.
Lore-wise and design-wise.

I Can see How that would be confusing. and as I was saying its still in development. Remapping hasn't been one of the top priorities yet.
I Have been spending alot of my time developing the main features, mapping will be done eventually..

And as for a Goal or Purpose. is to re-united the entire country. because with one of the main features ( Town and Base Construction ) comes player unity, The want to make a larger city, the want to expand.. Not Just kill everyone. ( Although that is an option ) Many different kinds of gamers have different goals, and they are placed with eachother making it so they collide. so one Goal will outbeat alot of other things, but in the environment where everything can survive.

To simplify this. Let me do an Example.

Say a community of players want to build a safe town to inhabit. and make it open for any person in Australia
where some other people want to simply, Invade all of Australia.
Some people want to live in hiding.
Some people want to make fortune out of anything of the above.

The way the server could end up structured is simply this..

40% community decide to work together to build a chain of safe-towns allover the country.

30% spread apart into different PvP guilds/factions/groups and fight amongst each other.
10% of People live in hiding, Example, Hiding in abandoned wreckaged cities. or Living in a Vault.
Remaning 20% are doing something I Haven't thought of yet!

The Way they collide is, For PVP Factions to gain power. they need to invade/raid towns, for Towns to gain power, they need to protect themselves. Hiring PvP Factions or using people from the 20%, What do the people in hiding contribute? They Might have their own affairs that might drag in other groups. Example, the hiding place is comprimised. They will goto a town for safety. some will goto PVP Factions. but the people in hiding will have the safety to develop the "Super-Technologies" That I Have created in the server. VERY Hard to create, takes lots of skill and resources. but it has high value to everyone.

Just things like this that create the multiple levels of gameplay that people want, and will do.

And no matter what, All the Goals are able to be not removed as players are a strong community. They can Adapt.
