fair enough about the Chinese Remnants, that was just me putting some ideas about (although what would happen if someone came along with credentials 'proving' that they were the Chinese President...)

China is communist, they have no president and why would any of their military leaders be in the US?
Desmond Lockheart was a scientist and spy from before the war, who was definetly involved with hindering the calvert family, specifically professor calvert, who was involved in government work, hence why he is still alive, so it may not be too much of a leap to say that Desmond could have had something to do with the Think Tank, even though he probably didn't.
I actually remember him saying that he and Calvert were rivals pre-war and he came to hunt him down post-war, living in Calvert's own house.
And he could have absolutely nothing to do with the Think Tank, they have been closed off from civilization since the Great War and they weren't very open to other people at that time either.
They were too inclosed and far away for him to have even been there let along tried to fight them in the Great Game.
Professor Calvert's plan was to take over Maryland with mind control. if he had maryland, why stop there? i admit that Mr. House wouldn't find out about it until Professor Calvert was in Texas or something, but it is a hypothetical example, and if Mr. House found out, then he probably would try and do something about it, if only to preserve his own power.
Professor Calvert did not plan to take over Maryland, he wanted to kill Desmond and move on to other players in the Great Game.
The point about Desmond just trying to survive is a major part of the Great Game: they are trying to survive (and any pre-war scientists, military figures and politicians who are still alive at 200+ years must have gone to great lengths to) and they think that the others are trying to kill them and steal their technology, so they would naturally feel that the only way to survive is by hunting down and killing everyone else. To be fair, most of them may not recognise that there 'is' a great game going on-but if someone from before the war turned up, maybe even trying to kill them, they would fight back
Again, I still think it is only on the eastern half of the USA, not involving everybody but a lot of people none the less.
