I have the Classic pack, and decided to start a new game after being away for a while. I haven't downloaded any of the other DLC. When I started the new game, none of my preorder items show up. I even re-downloaded the DLC, yet still no items. Help please!

I had this issue too., and fixed it by deleting the DLC data and game data, then reinstalling FNV and the DLC Classic Pack. Just don't delete your save games. Should fix the problem.
