Previous string is different for topic "Greeting 1" info 1215227585220936854-"Who's there?"

My mod only uses Morrowind and not the expansions. And it doesn't look like the "Who's there?" topic was altered at all since there is not any asterisk next to it. So what's going on here? How do I get that warning to stop showing up every time I load the construction set? It doesn't show on game startup, only on construction set load.
