I recommend a lightly modded game. Patch Project + Code Patch and you're good to go. You can always add more later. :)

If you haven't played at least part way through the game yet, get the patches mentioned by Logorouge, but also consider a variety of texture replacements. There are a lot of these over on PlanetElderScrolls and TES Nexus, and you can see some comparisons. They really can change things in subtle or very obvious ways, depending on what you want.

I've almost always played with a totally vanilla game. Never felt the need for mods, personally.

There's no reason not to use the bug fix type mods. If your computer specs aren't so great you probably want to avoid really heavy graphic mods. Other than that, it's strictly a matter of preference. Personally I'm a big fan of mods, but at the same time, very picky about them. I want mods that improve the game, even just slightly, while keeping the same feel. (And yeah, I do create alot of my own, that's the only sure way to get exactly what you want.)

As fable2 says, you should think about playing at least part of the game before you consider using mods. When you know what parts of the game you want to change or add to then you'll know what mods to look for.

::EDIT:: Oh and as ManaUser says, there's no reason not to use the http://www.elricm.com/nuke/html/modules.php?op=modload&name=Downloads&file=index&req=viewdownloaddetails&lid=4519

Not installing the two patches is just pointless, so yes use them for sure.
http://www.tesnexus.com/downloads/file.php?id=19510 - all the fixes are optional, but most of them are really good anyways.
There is a more recent version of the MPP.. found http://btb2.free.fr/morrowind.html right at the top of the page. (the edited version) BTB's guide is also pretty good to look through.

http://www.gamesas.com/index.php?/topic/1060141-mod-recommendations-for-new-players/page__hl__recommendations - info on patches/tools you'll need. Info on where and how to find mods you want. etc
