Good stats for a "gangster" type?

I plan on trying to create a very persuasive, influencial gun-toter.
Is there a way to create the perfect layout right off the bat? Will I need to rely heavily on Bobbleheads and books?
I want my character to be able to talk him/herself out of almost anything. When talking doesn't cut it, bullets will. I'm trying to get myself ready for Vegas.

I've searched and searched though the forums to no avail, so I turn to you good folks.

This will be my 7th playthrough, all the other times I usually just beefed up Agility, Perception, and Intelligence. It was fun, but now I want something different.

What advice do you guys have?

Your 7th playthrough? you should know how to do this then.

Charisma no higher than 6 ( for some perks )

Tag speech.

Grab the speech bobble head in eulogy's

Charisma bobblehead in 108

If you really wanna make all the speech checks delay doing quests until you can pump speech a bit.

I'd say something like the following -

Clothes - shady hat + pre-war businesswear
SPECIALS - High charisma, intelligence and perception, at the expense of strength & endurance
Skills - speech, barter, small guns, sneak
Perks - Lady Killer, Child at Heart, Mr Sandman, Gunslinger, Impartial Mediation

pre war business wear always makes me think of the six string samurai! more good guy than gangster but definitely suave with great one liners. a very fun rp if you have zeta and on the way grab bumble/sticky [if you can silence him] as your orphaned follower
