Alduin is Auriel in a much more literal sense than Akatosh is. Shor son of Shor has Alduin blaming Shor for recreating Mundus, whilst Shor blames Alduin for eating Mundus (thus causing him to recreate it).
The two are congruent, as you say, but they are not the same.
