About making a speech from original dialogues : IV

Hello there,

some time ago I've read about a tool that allows to make a speech by taking needed words from original Oblivion dialogues and merging it so a completly different sentence is created. Not a perfect method, but when a single new rumor is needed, it seems suitable. Does anyone know what was the name of that program and where to look for it?
