leveling up on PS3

why Is it i can't level up ebyond level 20 on the PS3....could I get an answer from anyone please

Do you have the Broken Steel add on?

If not, the maximum level is 20. With Broken Steel it's 30.

You don't have broken steel installed. The level cap in fallout 3 is 20 unless you have game of the year edition or the broken steel dlc.
