Mine are:

Likes...

iMPROVED npc AI
Dragons are awesome
Beautiful graphics, atmosphere and music
Breathtaking LOD and unique landscapes
Much improved dialogue system and voice acting
NPCs debating important conversations in real time
Fantastic dungeons, diverse and puzzle packed
Wildlife
Great quests
Fantastic perk system (I absolutely love the tree branch type development system, fits so well in RPGs)
And a generally exciting world to explore

Dislikes...

No story driven companions (at least not that I've noticed yet) Also commanding followers needs more options to do things like ride horse (not attack horse) or jump over tripwire, not walk through it.
No dense forests. You call a smattering of trees a forest???? Even Oblivion was capable of really dense forests, check out the MERP mod if you want to see some really large, get lost in ones. If you want to make a world seem much larger just create some forests to get lost in!
Inns still rather bare. Bards just an attempt to cover this hole. (Having said that the candle inn in Windhelm in quite interesting, with a few NPCs going back and forward to the bar) So improved on Oblivion? yes.
No spears (of course)

On a side note....
I'm not very far into the game so I bet there is a lot I've yet to discover.
