It seems like the Vampires and Werewolves were just tacked on. They should have both had been DLC and feel more fleshed out.

No. DLC always costs money. Better put it in the released game half finished to be patched up later than DLC. Better anything than DLC.

Well, there' a good chance that players unfortunate enough to not own a high-end PC can't get the game patched or modded like that.

And although I agree, with a game the scale of Skyrim these are petty things, many players wanted them to be improved.

there are enough ways to get your vampire/werewolf fix right now... I'd rather them spend time on just about anything else
