Notice how the Dark Brotherhood is popular?

Has anyone else noticed city guards randomly saying something along the lines of "I know who you are" followed by a "Hail Sithis"? Then immediatly after they say it I talk to them and they act as if everything is normal. I have completed the DB quests(as far as I know, Im the listener and it looks like I just get repeating contracts) do these guards have a role to play or are they admirers of my handywork?

-They for all that "Hail Sithis" talk they sure don't turn a blind eye to my crimes if they see me doing something bad.

That's really unrealistic. Guards should be wary of you instead of praising a member of a dangerous cult.

Very intriguing this should not be.

I would assume it is meant to imply that the Brotherhood is everywhere - even the city guard. The fact that it gets repeated so much is probably just an unfortunate side effect of the "Walk past someone and they talk to you," thing.

IMO the guards that do worship Sithis should atleast help you out a bit, maybe he didn't see you or gave you an extra lockpick if you get thrown in the slammer.

First guard that said this was in Dawnstar the second time it was Markath and the other was Windhelm if I remember these instances correctly.

AND so far no one EXCEPT a few guards notices I'm an elite assassin for a cult. I just thought it weird and was wondering if there was a part of the story I missed somewhere or have yet to uncover.

Edit: BTW the Brotherhood in this one seems way more rewarding in terms of gameplay than it did in oblivion. When I was initiated I was thinking "Dam that was awesome"

The one time that happened to me was as i was actually fleeing the scene of a DB hit and i thought it was the coolest thing ever as it was like he was secretly in the DB and was letting me escape

On one of my contracts I saw my target and a guard near them, the guard said hail sithis as I walked by an I figured a blind eye would be turned by the guard, one dead guard later and I figured this was not the case.
