"Modding" Fallout 2?

I was curious, that how hard it is to add own stuff to the game? I was looking the Wiki and saw article on Frank Horrigan's equipment, and I thought it could be nice to try them out. However, there is no access to them in normal game.
Placing a footlocker somewhere with the stuff is thing I had in mind.

I tried a bunch of savegame editors but none included Horrigan's armor. Only his weapons. Fallout 2 official editor doesn't work at all since I'm running UK version instead of US.

IIRC, the Editor crashes due to the child sprites being simply erased from the game, so I would expect that if you installed the repair patch (made for the UK editions), that the editor would function.

Its rough, but usable. I started making my own BOS base, but had to quit for some reason, and never really went back.

After hours of googling, I have been unable to find the patch. Any clues where the patch might be?

So.. Does Killap's Fallout Restoration Project prevent use of the Editor?

I think I may be running US version since I have children in my game. However, I patched with US patch to no avail.
Trying to install the game on a seperate folder tomorrow.
