How do people in Tamriel say what "year" it is?

Do they say ... "Today is the 3rd Era year 255" ... or what?

Exactly.
Or just 255, when era mark is universally accepted and obvious.

I suppose it's like how we usually just say the year 2000 and not say 2000 AD...

There's also the term "Common Era", "CE", when someone is referring to the current era. The year of the Oblivion crisis would be called CE433, for example.

No, Common Era is a Second Era.

Sorry friend, but Nalion is right.
Current era is The Common Era. It is shifting term as current year or current century.

Muthsera Deathruler,

Upon careful consideration, I must join in the opinions of Romano and Nalion.

Respectfully submitted,
