I heard someone say/troll if you use the consol command on pc ` to change for instance the hud "tm" to take screenshots, that it will disable the ability to get the steam achievements since its considered "cheating"

No, it will not do anything to your achievements. I just used the console last night to remove the glitches arrows from my chest and I got the achievement "Dragonslayer" literally a minute later.

I thought this was the case, but I can firmly say.....

No, using the console doesn't disable achievements. I had to use the TGM code to get out of a bad save induced situation. A few moments later I recived an achievement for the quest I was on and it's sat there in my list in Steam.

So, using console doesn't affect acheivements like it did with New Vegas.
