truthfully they have better things to patch.
in new vegas Ive got a few things stuck in my inventory also including the helmet. It does not add any weight or effect you in any way so im not sure why this would be a problem for you.

This happened to me in fallout 3 too.

Is there a quest for this? I recall an NPC mentioning Motor Runner and wanting him dead.

Its a free form quest if not side quest, Talk to the people at the macarren base.
