I am refering to the quest where you need to find a scroll in a dungeon to find out who wrecked your ship.

While the quest is optional, is it possible to get the quest again if I fail it?

You can get that quest again. It's a random quest, not relating to the main quest. Well, it does relate due to the story, but you're not missing anything or making the game unwinnable by failing the quest.

You will know that by doing the main quest too, so if you fail that quest it's not a problem. The info will be given to you later by another person.
