I've downloaded the d3d9.dll file put it in the Fallout NV folder , Downloaded a crack with Exe and Launcher File And it work !!!

This also worked for me on Fallout 3. Unfortunately haven't been able to try it on New Vegas cause the game is "currently unavailable".
Stuff I tried before I stumbled upon this solution on youtube. There might be a link to the file on the Steam forums, or you can just youtube it. Wish I had added the link to favorites.
-cutting core in half by messing with the .ini file
-running in compatibility mode XP and Vista
-disabling steam cloud and other steam mods
-re-installing...which meant having to re-download from steam. Very time consuming.
-Lowering graphics settings, such as changing water resolution and the like.
---wish I could remember it all, but trust me, there were at least 3-4 different methods I tried before finding the link.
Just so you know, this isn't 100%. Like many of the solutions given some will work and others won't. The file in question might be a crack file, but due to his wording I don't know if the file itself is a crack or just the .exe and launcher he dled(I just dled the .dll file). The only mentions I've ever seen of the file have always come from people who had purchased the game. I didn't even know it was possibly a 'crack' file until I saw the users thread. The version I dled, like I said before, was off a youtube video. The file was linked in the info section to megaupload. Just had to wait 60seconds for the free user wait time, and the file itself dl's instantly.
This thread will probably be "closed for investigation" as well, but as long as it's able to help other frustrated "Bethesda svckers" play their game, I don't care.
