Thalmor embassy during Delphine's quest you'd find the dossier that shows Ulfric is a thalmor agent, has been since he gave them intelligence during the great war. They want him to succeed to weaken the empire, but can't support him openly due to the threat of reopening hostilities with the empire.

I think Ulfric just hates the empire and wants an independant Skyrim, so it was in his best interest to do that during the great war.

Well, it wasn't just the document either. It was alot of things. Spoilers below if you're progressed through the game enough to feel comfortable reading them.

Spoiler

The racism/suppression of the dunmer. If you win the imperial campaign the new Jarl starts working on putting an end to that stuff right away.
General Tullias and his Legate hate the Thalmor and anticipate further military action once the rebellion is suppressed.
The king he killed with a shout was very young and inexperienced. Game conversations point towards teen or so. He was killed not in honorable combat, but with the voice.
The empire was not actively suppressing worship of Talos in Skyrim. The only reason the Thalmor had excuse to go up there is the unrest Ulfric caused.
The emperor responsible for signing the conordat is killed by you during the Dark Brotherhood story arc.

The thing is I don't like Ulfric or the people working for him; plus I NEVER play as a human if I can help it so I have no reason to join or sympathize with the Storm Cloaks. The Imperials on the other hand; yeah the general is a jerk, but many of the Imperial Soldiers I've met are okay.

A tough decision!

This is a Mass Effect style of mind bender that I love so very much.

Hated the stormcloaks at first but just from what the Imperials told me.
Reading about the White-Gold concordant, and how Skyrim got sold out and how they lost Hammerfell. And who do those high elves think they are, anyway? Dominion, heck I just hate the name. Didn't help that they tried to shake me down when I left a dungeon. I did have to thank them for the Elven armor, though. Forsworn zapping this good looking woman right in the square, so they have to go. Seems like the Empire only really cares about Cyrodil, so F them. But yet I'm not really on board with the Nords and their whole Nord Supremacy thing. Also not caring for the whole Jarl thing. And sit up straight when you talk to me. Also not caring for the way they treat the Dunmer. So.. I am really torn. Going with the Stormcloaks for now just because I'm in Skyrim, and the Imperials and Dominion should integrate properly or GTFO. Coming into my neighborhood and causing trouble.. must be out of your mind.

The imperials picked me up and tried to chop off my head for no reason ... who do you think I chose to side with!

As an Orc, I fully agree. I slaughter every imperial solider I come across. We tend to hold grudges.

At first I thought about joining the stormcloaks beacuse the imperial jerks wanted to kill me for no reason. Later I realised that the Stormcloaks was nothing to join either so I don't know.. I want to fight with both of them :toughninja:
