It's not even a promised delay.

Some forum-goer said "I hope there's no delays" after seeing the trailer, j. Bergman said "don't worry, it'll definitely be out the 20th or 21st" and people took that line and flipped a [censored].
He probably just said it because the three companies have a habit of releasing the games at 11pm-2am for Europe, so TECHNICALLY it doesn't come on the 20th.

As for who delays the most, PS3 has delayed releases for days at a time before for various reasons, Steam just generally takes their time getting off their asses and flipping the switch, so it comes out ON the date but late for Europeans (so usually 11pm-2am for europe), and X-box is generally fairly reliable, releasing anywhere from 6pm to 10pm.

Only time can truely tell...

But seriously, we really have no control over when it comes out. I'm an xbox player from the continent if Europe too, so obviously I'd like it to come out 20th, but if it comes out 21st.... That's cool too.

Yeah...tecnically it will be out the 20th ...there are 6 hour of difference from here (12.23 PM ,turin-italy) and the forum clock....so if it will be an evening release,it will be the twenty-first in europe tecnically.

Ditto, I live in the UK, so if I can get it by next wednesday (21st) I'd be happy.

its not one extra day that people are waiting. its just that the when the tDLC is released in the US (the 20th) witch is a tuesday, it will actually be wednesday the 21st. no one is getting it later or eariler its just a timezone thing. getting it later would US people getting on tuesday and everyone else getting it on friday.

Edit: This is why every single military operation is done in GMT/Zulu Time
