Can you store stuff in the Arch Mage's Chamber without the risk of losing it? or do you have to buy a house?

There is at least one chest in the chamber that should be safe for storage.

I don't think you need a house for safe storage. I chose to store my stuffs in the novice room (first room given when I joined the college) and nothing have being stolen ever since.
