I know this is the last quest, but I can't get the quest. Nobody has come to me about it. I have waited weeks in game. Nothing. The last journal entry said I should wait in the Imperial City if I wanted the quest faster, but nobody has come. Suggestions?

Try waiting in the Market District for 24 hours.

Be sure you have fenced enough stolen loot worth of gold first, otherwise wait in the IC Waterfront area. Either Amusei or Methredhel will try contacting you, so look around the IC Waterfront for them.

If Amusei has already contacted you about "Ultimate Heist," head over to Otherlos' house in the IC Elven Gardens District.

Have you fenced enough goods to get it? If you have then chose a city and stay in it. Amuesi will be walking to you from IC to where ever you are. It'll take him a while.
