How does dungeon locking work?

Can someone Please explain how dungeon locking works plz? I do not understand how it works, is it if a find a dungeon/ cave at lv 10 the spawns will always be lv 10 with lv 10 loot? If anyone could explain I would greatly appreciate it :)

Each dungeon has a level bracket assigned that is fixed with the map. From what I've read, the higher up the mountains and out of the way the dugeon, the higher the bracket. Suppose you're entering a dungon that has a 10-20 level bracket : if you're level 9 or less, it locks at level 10 (spawns and loots). If you're at a level from 10 to 20 it locks at your level. If you're 21+, it locks at the upper limit of it's bracket at 20.

Once locked, anytime you enter the spawns and loot will be at that level for that character. A new game obviously has all it's dungeons unlocked.

Which means that if you go into a dungeon whose bracket is higher than your current level, you'll probably find it hard, thouhg the loot will be better (well, unles you're unlucky and find only crap. It might happen as there's always a chance for loot that's either worse or better than usual). But as you level, you'll find it increasingly easy when you come back.
