Does the CS write out records and subrecords in a consistent order?

I'm asking as I have a program underway that saves esm/p's.

Not quite sure I follow,,,

What do you mean by "write out" and "program that saves"? What is the actual question (in more than 15 words) exactly?

Have you tried comparing a couple of ESPs to check ? I think it does save in a particular order.
