Enemy HP on HUD, AP on HUD ? any mods or other way to view i : Fallout: New Vegas

1)I see this screen , and there under enemyhealths bar are its health in number, how can i achieve this ? is this some mod or via ini ? please help

2) is there a mod that add AP number not only bar on HUD and/or in vats mode ?

my living anatomy skill is obtained about 10lev and give 20+damage for insect , i have awarness on lev. 2 but it only show health when in vats. and on that image it shows HP /DT just in nomral mode.
