How to become Thane of Falkreath? (SPOILERS)

All quests I remember doing are stealing the letter for that old jarl, then killing the vampire guy. Also the dog quest, which I haven't completed yet, but doesn't seem it relates to the hold. Some sites mention getting a drink for the jarl, but I have no idea how to get that quest. I talked to every villager and I think this is it.

You get the Jarl a drink first, then you kill some bandits, then you help the people, then you kill a dragon. That's about it.

Yeah, but how the hell do you get the Jarl a drink? Jarl doesn't have any quests for me.
