Change Specialty after 30 levels?

I'm level 30 and I just hit level 100 Destruction. The next logical step is to focus on a different kind of combat, so I've started working with an ax and shield. I've never used weapons or shields before, so it's definitely an odd thing to change now.
My main question is how will leveling this skill go? It seems like it would take many, many levels in "one handed" or "block" to even level up the character once, so getting perks seems pretty impossible.
Is changing specialties this far in even possible?

You can get every skill to level 100. Although after leveling 100 in destruction and starting on one-handed and shield at level 30 is not the best idea.

Don't fancy your chances attempting to change though. If you have been focusing mainly on magic then your hand to hand combat is going to be pretty low at your level, so don't expect to take on higher level charcters with those skills as they will beat you easily. I suppose you could s art on something small like wolves and build the skills up to a more acceptable level.

I think it's been worked out that the maximum level you can reach is 81 via having all skills at 100.
