Dead Money and Lonesome Road don't really have much exploration in, which leaves Honest Hearts and Old World Blues.
Honest Hearts is shorter and sweeter, whereas Old World Blues has a lot to sink your teeth into. If you're dead set on getting Old World Blues last (or at least second-to-last, 'cause Lonesome Road is very much a finale), then you've whittled it down to Honest Hearts by your own criteria, but I think Old World Blues is the one that sounds like precisely what you're looking for in a DLC. Which, arguably, is all the more reason to leave it till last.
Dead Money and Lonesome Road, incidentally, are a survival-horror type storyline and a traditional action game, respectively. Dead Money allows you to explore, but it doesn't allow you to get comfortable - restricts your movement, doesn't allow you to sleep, etc. Lonesome Road is good Fallout, but it's very linear. More like a rollercoaster - thrilling and well-paced, but you're not allowed off the tracks.
