Do we get a deal on the DLC from marketplace when the retail game of the year version hits?

I doubt there will ever be special deals for those who own the base version only, if that's what you are asking.

But, the single DLC are often on sale, at least on Steam, so you might want to take a look. They are 50% right now, in fact.(was 66% until yesterday, but...)

Nah. I doubt you have a way of proving you bought the game on day one, and it would be too much of a hassle, so of course they wouldnt do that... Just buy the DLC, or wait til the compiled version comes out in February.
