Problem buying house in Markarth. : V

So I been trying to buy the House in Markarth so I can become a Thane in The Reach.

When I talk to the Steward he doesn't give me a option to ask him about it.

Anyone else had this problem?

Do quests for the Jarl until he says you can talk to the steward about getting a house.

I've done that. He's a "friend."
I've also helped 5 people around the Reach. Still nothing.

I noticed the bug, but was able to avoid it. The option is available initially, but after handing in a certain quest to the steward it disappears. When I noticed this I reverted to my autosave before handing in this quest (can't remember which one it is), bought the house first, then handed in the quest.
