How does "For the Republic" quest start?

I was wondering who assigns you this quest and where they are located. Dennis Crocker is the ambassador but he is never in his office (I have been told you get it from him). If this is correct, does anyone know why he isnt there? I am at a pivotal part of the story; I have the quests "Render unto Caesar" and "The House Always Wins V" but not "For the Republic". Please help! =D

I can see why you would think that but he is nowhere in the NCR Embassy. I've checked the full building thoroughly at different times. Thanks anyway.

I'm assuming its because I'm too far into "The House Always Wins" As I am at part 5.
