I doubt it. Like others have said, it would take a long time for a non-dragonborn to learn the voice. If they had dragon shouts in the game, Beth would have four choices:
1. Have our character know the voice before the game starts
2. Have our character learn the voice through a series of quests in the game
3. Have our character be dragonborn, and learn the voice just as easily as we did in Skyrim
4. Not include dragon shouts
The first option would be outrageous for any roleplayer, and it would completely destory the whole "blank slate" formula Bethesda has had in each one of their Elder Scrolls games. Be who you want to be is the motto of Bethesda, and forcing a background for the character undermines that.
The second option is just ridiculous and un-realistic, as there is no way Bethesda could write a series of quests where the player studies and learns Thu'um. First off, it would have to span over an enormous time, a long enough length of time that Bethesda couldn't hope to create enough content and story/questline to back it up. Realistically, it would be at least 1000+ hours of extra game time . Second, there's no they could make learning the voice in a fun and engaging way.
The third option is just a cop-out and would be extremely lazy developing and storytelling on their part. Everybody knows they wouldn't do that. The only option is to skip them for the next game.
