When you buy the PC version of Fallout 3, is the G.E.C.K com : Fallout 3

When you buy the PC version of Fallout 3, does the G.E.C.K come with it? Or do I have to go on the internet and download the G.E.C.K to my Fallout 3? If you can clarify this for me that would be great, thanks.
