Most likely it's a custom script. However as with all things on the internet I await being proved wrong.

Looks like the handwriting font that was packaged with Oblivion.

Get a hold of? No. Recreate? Yes.

There are some created font websites where you can download cool looking fonts (and for the life of me I can't remember their names), but see if someone has already made your job easier for you.

Like I said, it's packaged with Oblivion. If you own that game, it should be in the files somewhere.

Try Victorian or Gothic that's your best bet.
